Livestock and Fisheries

  • DEPARTMENT OF LIVESTOCK DEVELOPMENT AND FISHERIES
  •  INTRODUCTION 
  • Department of livestock development and fisheries provide extension services to livestock keepers and fishery stakeholders in Moshi, in order to increase productivity and improve quality of animal and fish products. 
  • The department also provides various services to the livestock and fishery sectors such as construction of livestock infrastructures, animal disease prevention, and improvement of livestock by modern methods which includes inter alia, artificial insemination and to enhance the income of stakeholders by educating them on value addition.
  • In the fight against illegal fishing, numerous patrol missions are made in Nyumba ya Mungu damso as to preventperpetrators from causing ecological and environmental damage to the dam. Training on sustainable use of dam resources is also availed to stakeholders so that fishery activities in the dam continue to be profitable. Delivery of all these services is made possible through departmental staffworking in all 32 wards and also financial resources in terms of recurrent and development budget. The department works under the Economy, Environment and Works committee of the council through which reports of department activities are submitted for consideration. The department is divided in two major sections namely livestock and fisheries.
  • 2.0LIVESTOCK SECTION
  • This section is divided into the following units:
  • -Extension services
  • -Dairy sector
  • -Livestock products
  • -Animal disease prevention and livestock statistics
  • -Small stock, beef and range land management.
  • 2.1 EXTENSION SERVICES
  • Thefunctions of extension services unit is to provide modern livestock production techniques to farmers with the aim of increasing quantity and quality oflivestock and fishery produce.
  • Extension services are conducted by council staff at District, Ward and village level through farmers training using different approaches including demonstration units, farmers field schools, farmer groups, leaflets and books, individual farmer visits and study tours.
  • The department also has twelve (12) farmers resource centers used as farmers training centres.The resource centers includes Manushi Ndoo, Uchira, Kanji, Kilema Kati, Kahe, Marangu Magharibi, Makuyuni, Tema, Kisaseni, Maring’a, Mawanjeni and Mamba Kusini.
  • The resource centers are equipment with learning facilities including books, leaflets and brochures which are borrowedby farmers for studying purposes. 
  • 2.1DAIRY SECTOR
  • Dairy industry is very important in Moshi district as source of food and livelihood to livestock keepers. Livestock sector stakeholder meetings have persistently indicated that milk is the priority commodity in the district.
  • This unit is charged with the responsibility of educating farmers on improvement of their dairy animals through improved bulls and artificial insemination. Currently there are 14 council AI technicians and 19 from the private sector.The unit alsoassist farmer groups to improve milk value chain especially in milk processing through capacity building and at times the council facilitates projects in this area. The department in collaboration withprivate sector managed to establish Nduweni milk collection centre in Marangu West Ward.This centre is equipped with milk cooling tank, quality control laboratory with milk testing kits and milk carrying cans and milking cans.Other milk collection centers are also available in Tema village Mbokomu Ward, Kidia village in Old Moshi East Ward, and Sango village in Kimochi Ward. Furthermore technicaladvise from this unit is extended to Fukeni and Kondiki milk processing plants which are found inMbokomu Ward and Mwika North Ward respectively.
  • The departmenthas also been providingimproved dairy animals to some farmer groups like Lole, Marera and Kiraracha villages whereby in 2013/2014, 48 dairy incalf heifers were distributed to livestock keepers in these villages.
  • Lastly the department enforces dairy act of 2004 to ensure quality wholesome milk to the consumers.

  • MILK COLLECTION CENTER AT NDUWENI WHICH WAS CONSTRUCTED AND EQUIPED BY MOSHI DISTRICT COUNCIL.

  • 2.2 LIVESTOCK PRODUCTS.
  • This section is responsible for coordination and management of value addition of livestock products and training of stakeholders on processing. The section is currently promoting value addition ofanimal products such as milk, meat, hide and skins. 
  • In the dairy industry there are two milk processing plants in the district namely Fukeni Mini dairy in Mbokomu ward and Kondiki dairy in Mwika North ward. The two plants are owned by the Evangelical Lutheran Church in Tanzania (ELCT), Northern zone. In recognition of the importance of value addition of milk the council facilitated the establishment of Nduweni milk collection centre in Marangu West where farmers in the ward and surrounding areas sell their milk.
  • Training of stake holders on milk processingin the district has resulted in establishment of various farmer groups dealing with milk collection. These groups include Kidia, Tema and Sango. Kidia group is now processing milk while the rest of the groups sell the collected milk to nearby processing plants. 
  • In the hide and skin industry, the district is home to Himo tannery, one of the biggest hide processing factories in the country with a capacity to produce finished leather.The section endeavors to trainstakeholders in hide and skin processing and as a result some groups of entrepreneurs have emerged which include some groups like Msuuni Youth Group in Uru North ward. These groups areusing hand tanning technique and they also make leather goods such as wallets, hand bags, belts and sandals.

  • Thedepartment through this section coordinate all matters pertaining to proper dressing of slaughtered animals in a bid to ensure people consume whosome animal products. Supervision and coordination of all activities at Himo abattoir is made possible through this section. Other activities and services provided by this section includes to offerhide dressers license, premises license and hide and skin movement permit to stakeholders in accordance with the hide and skin act of 2008 and its regulations. Value addition of animal products is a lucrative business in Moshi as raw materials such as milk, hide and skins are abundant. Moshi district also has good road network with most villages accessible by road throughout the year. Prospective investors are therefore encouraged to take advantage of these factors and invest in value addition in Moshi.

  • 2.4DISEASE PREVENTION SECTION
  • The section coordinating and manage all activities concerning prevention and treatment of livestock diseases. Existing guidelines require councils to work with livestock keepers, other stakeholders and thecentral government to control and prevention zoonotic and epidemic diseases. This unit in collaboration with other stakeholders has been immunizing livestock against rabies, anthrax, lumpy skin disease, hemorrhagic septicemia new castle and foot and mouth diseases.However the costs of drugs are contributed by farmer.The unit also deals with public health in matters related to meat inspection. Other services offered include to issue livestock movement permits, to quarantine infected areas and management of dipping activities.

  • 2.5 SMALL STOCK& BEEF SECTION
  • Small stock play an indispensable role in providing income to farmers in Moshi. This unit provides the much needed education and services to farmers keeping shoats , pigs, poultry, rabbits and beef cattle. The department attaches great importance in rearingsmall stock as they consume very little, they require small space compared to large animals like dairy cattle. Training of farmers on pasture and fodder production and conservation is also a function of this unit in view of the shortage of land in our council.
  • FISHERIES SECTION
  • Fisheries section play a big role of coordinating and managing fishery activities which are carried out in Nyumba ya Mungu Dam. Extension services are also provided tofishing communities and fish farmers within Moshi District.This section put emphasis to the fishing communities to ensure sustainable fishing practices in order to improve their livelihood and reduce fishing pressure to the natural water bodies.There are 107 fish ponds which are owned by small fish farmers in Moshi District Council. 
  •  The section conduct several patrol operations to fight against illegal unreported and unregulatedfishing in Nyumba ya Mungu dam. Inspection is also done inmarkets in Moshi to ensurehygiene and safety of fish trade.

COUNCIL STAFF CONFISCATE FISH WHICH WAS COUGHT BY BANNED FISHING GEAR FOR LEGAL ACTION AGAINST THE CULPRIT.
